If I had to guess, it arose because we are next door to former Spanish colonies and the US wanted a way to differentiate. We stopped creating new categories at some point. “Asian” for example represents billions of people, and the populations within are very different e.g. Indian and Chinese.

Usually they ask race questions but these are specifically ethnicity based and no other group gets this level of scrutiny. So I was wondering why H/L gets singled out. What’s the motive? 😊
Because those ethnicities represent significant portions of the population that have experienced a history of discrimination.
