I do not think it will. While Microsoft is opening up a large office there, it seems like most other major companies have, at most, a small office focused on sales there. Furthermore, companies headquartered there, such as Coca Cola and Home Depot, pay poorly and are not doing any innovative, exciting work in technology. I went to Georgia Tech (which is the main reason Atlanta has any sort of Tech scene) and was not surprised that almost all the good CS students headed to the West Coast after graduation. Even with the COL differences, you will be bringing home a lot more doing exciting work. In addition, I haven't met anyone who actually wants to live in Atlanta. It seems like a poor man's idea of a big city. If you grew up on a farm in South Georgia, Atlanta may seem like a bustling metropolis, but compared to San Francisco, San Diego, Los Angeles, Austin, or even Denver it is surely lacking. Horrible traffic, terrible public transportation. high crime (and getting worse), bad weather (unless you like 90 degree summers), little culture. Plus you have to deal with conservative state politics. #misc

Atlanta has gotten better lately but still isn't a tech hub. Largely due to the talent brain drain fleeing to the west coast. Who can blame them? Better weather, infrastructure and politics.
One of the former tech writers for the Atlanta Business Chronicle called Atlanta the Bangalore of the southeast. That is pretty accurate. Lots of marketing types puffing their chests about how wonderful Atlanta is, but when the rubber meets the road...
