You need recommendations and typically from people in IEEE senior member group, fellow or higher. FWIW these people look for hard core EE and CE contributions. Not sure if they would understand intricacies of DevOps to give strong recommendations.
That's true and sad. Do you probably aware of other professional invite-like communities with fewer requirements?
@Wargaming - you want to apply for “EB1A extraordinary ability category” but then want something that has fewer requirements? If it had fewer requirements, by default it would not be extraordinary. It would be ordinary.
Asking letters for IEEE senior is a pretty chilled business - most seniors will write you one even if they don't know you. The only real requirement are the ones in the IEEE website about years in the field and years as IEEE member.
For EB1A I believe you will need fellow membership in IEEE and not just senior member
This will be denied by Uscis, search for their membership rfes , senior member is a familiar favorite. Try for other categories

I'm going to have one publication with less than 100 citations. No patents. Both of them are not mandatory. You can get EB1A by fulfilling other criteria.
