Both offers are in Reston, VA. I think Oracle has more interesting work and mission. Azure seems to be more secure when it comes to job security since it deals with gov cloud. Both are high visibility roles. Microsoft seems to have better benefits and less on call. They both claim to have good WLB and be 40 hrs a week 9-5 unless on-call. I do favor the under dog but I think the more secure option is better for my family. I received a verbal offer from Microsoft. I joined Microsoft in the past few months with the exact same offer. Culture here is great and same with WLB! Would definitely recommend it. However, note that the discretionary 20% bonus is for top performers only. The target discretionary bonus you should consider is more like 10%. Same with stock refresh, you’re looking more so at 6.5k.

Just letting you know the clearance bonus only applies once they successfully transfer your clearance. So if security fails to transfer to clearance on time for that quarter, it'll suck that you won't get paid that quarter. There's certainly a huge backlog of clearances needing to get processed because of COVID so I would highly suggest that you negotiate more sign on bonus for this reason.
