You tell your manager you have an offer but would like to stay and ask for $xx. Be careful though, as you may be the first to get cut when there's a layoff

Don’t negotiate with your current employer. If you accept, most likely the management will work on a contingency and will replace/fire you the first chance they have.

Not true. I negotiated with another offer years ago, got a raise, and when layoffs came around I was good. Might be the outlier, but you just have to convince them how much you really want to stay.
