Question to the forum. I have been promoted multiple times to an experienced position and exceeding within Boeing, yet the struggles that directors keep telling me is "I'm too valuable to be moved" or "we would love to have you, but we need someone like you in your position first before we can take you". Now the question is, how do you get beyond this obstacle and provide leadership that you will do even better job at a new higher position.
Simple, get an external offer and voice your concern. Let them know that you are happy to stay if they can deliver on their promise of helping you develop else you feel the only method for you to further develop is to get the experience elsewhere
manager wants to keep lights on and doesn’t and doesnt seem motivated will seem counterintuitive but make sure you dissipate knowledge to others, be replaceable. if you are always busy or the only person who knows stuff, you wont get that opportunity make some time available to offer yourself for projects you are excited in, especially outside team/Org/high visibility
In tech an easy way to get through this is to go elsewhere for a year or two then come back. Basically you leave "for new challenges" then come back "for the people". You can usually move up on both transitions. But aerospace has fewer players, YMMV.

In this situation, moving on is probably the right thing. To address it constructively with your employer ask them to work with you on a plan so that it isn’t all your fault and to your detriment only. Make sure to clarify if they’re being sincere or just telling you that to keep you from asking for advancement.
Find someone to take your seat
Learn to let go and help others grow on your team. The more you can show that the team can function without you (specifically by showing that someone else can fill the role), the more you're able to move to bigger, better things.
Hallmark of bad management. They are bad at developing talent. Not just you, but also getting other people ramped up enough to take the torch from you and carry on. I’d move on

What's the problem? You want more responsibility or more money?
More responsibilities to take on the growth and innovation within the company. There so many people within management that adds to boeing being stagnant. What I know and find out is a lot don't know how to innovate within the company, just talk their way through another day at the office.
Sadly, the only way to push forward is to have an external offer as leverage. Go away and come back in a few years. Too valuable” is bullshit, just ask yourself are they showing their appreciation with raises? Or just empty talk?
