Ridiculous nonsense. Maybe AWS works that way but not my corner of Amazon. Google L6s and L7s I know would rank as Amazon L6s or L7s. Amazon L5 is an absurdly broad classification though that can map to Google L4 or Google L5, and in my org making L6 is a huge deal, as is making L7.
They stay L5s for 10-12 years because they're either not good enough, or are marred by toxic politics, or managed badly, or have made a conscious choice to not get to next level. Sometimes people can't find a better opportunity outside of the company.
No body who wants their career to grow at a reasonable rate would wait for that long to get to next level. I can totally understand how your manager has played it out on your mind but I'm afraid that's not true. And I know enough L6s at Amazon working in top groups like AmazonAI that I can say this with utmost certainty.
Company wide metric should tell you what average time from L5-L6 should be. If it's really 12y, I can just say to move out before they kill your mojo.
Principal PM? Principal TPM? Principal Engineer or Scientist? Or Sr. Manager? People I know went L6 to L6 and L7 to L8. My org is tough as hell though.

L5 SDEs at Amazon range from 1.5 years of experience to 10-12 years of experience. It is a huge band.
