California has ScholarShare 529 which is quite good, low cost passive fund options. NV, UT and NY are other good options too.

IIRC there are no tax benefits for 529 in CA so you can simply use vanguard's 529.
You can get a 529 from pretty much any state. We have a Nevada 529 that is run by Vanguard even though we live in CA. There is several other good options too.
^ low fees, tons of options.
