That’s not how any of this works. The location of your headquarters does not alter your ownership structure. A global company can incorporate in Bahamas, headquarters in UAE and list stock on NYSE.

I agree with you. The biggest reason of buying another company (like Qualcomm) is to get their tech and patents. The location and buildings are nothing.
