Company has started killing anything interesting one by one. Recently they declared, "only work related slack channels". Then they "reset" slack and a bunch of settings and history were lost. Now they don't want us to do our daily afternoon coffee run. Like literally telling us when we can and can't leave there office. Everyone is now paranoid about who or what will be next, and we haven't interviewed a new engineer in over a year. We're not spoiled brats, we aren't whining about gluten free organic fair trade gummy worms. We just don't want to be treated like insolent children because someone didn't like a cat gif.

Won't be long before they ask you take PTO for a dentist or doctor's appointment and also ask you to work weekends. Don't ask me how I know. Edit: I should have clarified. This was at a previous company, not at Facebook.
Yea, time to explore other opportunities if you don't like where it's heading. From the sound of it you might need to start covering your ass anyway. A company not expanding is a company that is in financial trouble in my experience.
Actually I'd blame OPs concern about hiring on overly conservative management more than any of the totally concocted ideas I've read in this thread. We know we have a good thing and really don't want to f it up.
Company might be dying... Or leadership may be doing a weak job of trying to improve things.

Management isn't allowed to say "our business is dying, please leave." Your situation is often as clear as they can be. You should line up something else and help them reduce their head count ASAP.

Not really - Intel is not like what OP describes. In my experience Intel cares more about work getting done, not how many hours it took to get it done - depends on management of course.
