Asked my manager for a specific growth plan after I got Exceeds Expectations and was told I had been preforming at the next level “for awhile now.” My first question is well if that’s the case what needs to be done to make it official? And I had it put in writing/had my manager send the plan to my skip level. Checked in on it every 1:1. Wrote in my PSC review how I hit every point on the growth plan in addition to hitting my other goals and having other impact.

Solid approach to get your manager to actively hate you. Don’t you realize - your boss ALREADY wants to promote you!.. it makes him look good!.. it’s the rest of the system that’s resisting!
OP is asking for your personal experience which helped you in your promotion. He isn't asking for step by step instructions.

Make your managers’ peers know who you are and make them like you. They are the ones that will determine whether you get promoted or not, after your boss brings you up (and he will - promoting people makes him look good). Think about what problems worry your skip. Find a way to become the one working on those problems. Show initiative. Offer ideas in that space. Execute flawlessly.
