For good borderline candidates, the only thing that can tip the scale is a support letter from the hiring manager explaining why the candidate should be hired despite the shortcomings. What about a strong internal reference? Can it tip the scale?
No, an internal reference will only result in the candidate being called in 24/48 hours. Interview process and HC are identical.
