I have an offer from Netflix but it's a verbal one. The recruiter said they'd send over everything in writing once I accept. So... What do I send Google as proof?
I did. I just confirmed what the other firm said to their email ( in your case Netflix recruiter) and then forwarded to Google.
I had a friend do this: Respond in email to a verbal only offer and got them to respond yes, forwarded to G

Never provide proof. Bad precedent. Tell google “the other offer was verbal. It would be inappropriate of me to make them generate an offer letter just so I can use it to negotiate, and violate my NDA in the process. If google were on the other side you’d be extremely unhappy. If this is a deal breaker I accept that.” If google backs out, shame on them. Candidates should never allow these shameful practices.
You have a better offer and still let them play their game? You can tell them that you want to see an offer that works out for you and Google and thus, you are giving them a chance to counter.
Be careful when playing with Netflix. I saw an offer canceled during negotiations.
Is candidates lying about competing offers a common problem for Google?
They basically pay below the median unless you have competing offers, then they match. Famously the approach is to get competing offers and have them match, and I’m sure people bluff to do this.
Tell Google to man up or fuck off. Netflix is serious about personal top of market and Google couldn't compete more often than not.
Let google know you can’t do that simply. And if they refused matching up, then say no thanks immediately. Never ever provide any proof. You are putting yourself under big risk and Netflix may rescind your offer if they somehow learnt it.
You can play the same game and verbally accept. Verbal offer isn’t worth anything, just like you verbally accepting it.
