You can check the ballpark figure online - search for uscis processing times. Time varies per processing center. In nov last year, at California processing center it took 4 months.
I guess 2 to 5 months. You can ask next employer to wait till approval... can be part of offer negotiation

The whole idea of cancelling pp is to bring down the regular processing time. Hopefully the time to process the regular way should come down in a month or two.
As long as you background matches the job and you are confident it will not get denied then you can start your new job once you receive your receipt which is 2-3 weeks. You do not have to wait for it to be processed
How can you be so confident? Job change will be for the same role but uscis seems really bad at justifying these rejections. Too much risk to join on a receipt.
If you are with a large name brand company with a strong immigration team that know what they are doing and you are not faking your background you can be confident
