Started the interview procedure before premium processing was stopped. -Wondering should I commit with visa transfer gamble and join other company as soon as I get receipt? - Inform the other company and start the visa transfer procedure. But join in after the transfer is fully done. Could take multiple months. - Or just wait it out till Feb and try luck again? - What has been the visa transfer experience like for folks on blind in last few weeks or earlier when the premium processing was stopped. Option 2. Don't screw around transferring without full confirmation. U are dealing with a immigration enforcement regime.
Don't join on receipt. too many RFEs and denials.
I strongly believe that if you really like the new role, you should take it after you get transfer receipt. Yes, there's a risk but the life is full of risks. H1b folks are already surrounded with several restrictions so don't let this to be an added restriction. If you feel strongly about joining other company, just join.
Grade A dumb advice. He joins on receipt and h1 gets rejected, he is out of status and has to leave the country immediately. Especially risky now that RFEs have also stopped.

Start transfer but wait for the approval. Chances of getting random rfe is high. Don’t take the risk of joining on receipt.
Don't even think about joining on receipt. Wait till the transfer is complete. Personally if I were you, I would stick with MSFT with that TC and WLB especially if they have already filed your green card and you have an approved I-140.

QQ: what if previous company's I-94 is till valid( 2020)? Still he has to leave the country?
I am in the same boat as well, but decided to just wait it out and start looking again from Feb.
