Are they engineering managers or people under recruiting? New to this so forgive my ignorance

Hiring manager is either the manager you'd work for or in some cases the skip level manager.

For the bigger companies, is it better to reach out to recruiters or the managers themselves?

I'd start with the manager if you have access to who they are.
