Crime has been dropping rapidly in recent years. It was a lot worse back in the 90s. Nothing like other areas around like the Bayview.
Was working there in the 1990s. One of my co-workers thwarted a car jacking after being diverted to Newbridge Street due to police activity on Willow ( there was a cop shop there at the time. Dunno if it still there ). Luckily he had a pistol in the glove box. He didn't get a shot off, and in his haste to escape his car struck one of the fleeing young lads whose race need not be mentioned. He never found out the poor blighter's fate: neither he nor the thieves reported the transgressions

You could get better schools and neighborhoods in other areas for the same price.
You missed the party. Will it appreciate? Definitely yes. Will it appreciate more quickly than other neighborhood? I highly doubt it.
For around 1m, look in santa clara / san jose downtown / milpitas. Much safer bet & quicker appreciation.

Yes East PA is gentrifying. If you live there, buy a bunch of shot guns. If you don't live there, buy a scraper and either 1. rent it to ghetto trash and don't put a dime in it, or 2. spend $1000 on paint and cheap carpet and rent out each bedroom to H1B trash working at FB. Eventually the rest of the scrapers in the neighborhood will be razed and it will be your turn to bank a profit. Either by selling or replacing the scraper.
