No software or design experience. Not much money - where do I begin? Is it best to commission a series of visual storyboards by a graphic designer and use these to pitch? Or commission an actual product first? Meetups, books, talent and team building tips?

Yes the product idea is there, I guess team building or finding the right network would have to be my ultimate skill set to succeed
Learn to code and design.
Step one- see if the idea is already out there or if it is, how will your be better. Step two - google “wireframes” to design your idea. They have a pretty low learning curve Step three - write a clear proposal for exactly what you want your app to do functionality wise (save, search, delete, update, etc) Step four - you can go on Craigslist and and find a pretty cheep freelancer to build out some basic functionality. By cheap I mean $1000 or so. After that, market your idea, go to meet ups, find people who want to work on this with you.

From a product designers POV, I would say in depth user/customer research (what problem are you solving), building a MVP (the solution) and validate (would customers use your product for their “job to be done” and would it be significantly better than existing alternatives ie market competition.

Save your small amount of money and put it in to Bitcoin and pray. You have much better chance and making money than your "dream"
