How long should you I for reply after an on-site interview?

Question

I had an on-site interview with StubHub on Thursday and I was supposed to get a reply by Monday.

But after 2 weeks I still didn’t get any reply. So, I contacted the HR. She said most the team members are on leave and would get a reply next week.

Does it really takes 2-3 weeks for a company to decide?

What are my chances here

I think they made an offer to someone else and you are their "back up" and now they are waiting to see if their preferred choice will take the offer or not
