They have to be transparent about this to customers who tip, otherwise it's just misleading and poor business practices
Uber should take over this business.
This is similar to what all restaurants do. They only pay ~$2/hour because tips bring it over minimum wage. If your tips don't bring you over minimum wage then employer has to make up the difference. In reality they all just assume you'll make more and pay you the $2. Really about the same as this and very slimy.
