The company I work for requires me to provide a doctor's note to get a sit/stand desk. They claim it's "to ensure that you are healthy enough to be standing at a desk". That sounds like a load of BS to me. is this normal in the IT industry?

Yes many companies ask for this. A standing desk can range from 400-1000 per person so the cost can add up quick, esp if companies not rolling in dough. Very easy to get a doctors note regardless, though.

I wholeheartedly agree. In fact I think it says a lot about how companies think of and treat their employees and wouldn't work somewhere that made a big deal out of it. But that's not to say it's not common.
I've never heard of a doctors note for being healthy enough. All the times it's been for saying you need one because you have a health issue, like back problem or hips. Usually comes with other ergo furniture like a chair and foot stand. Either way, that whole thing is old school now and a standing desk should be standard issue. Get a new company
Your HR person probably doesn't know what they are talking about but knows that they don't want to buy one and that doctor's notes are needed. Source: an HR/ops person who has met many, many clueless HR people. I have also made up BS rules to keep order within the team, though, so.
I think its fairly normal and I have heard it from many people. But definitely its a cost issue and to control every employee asking for one this measure is put in to place. We have approval from leadership so I personally never dealt with this BS. I was pleasantly surprised when our new building was by default equipped with sit stand and a table lamp!
They're being cheap. I've been at several companies where every single desk was height adjustable.

My previous company had shared treadmill desks (2 per floor) but I found them difficult to work at so only used it during meetings

Not really. Changes from company policies but all companies should provide good ergonomics as a compliance
