Expecting a few offers next week (data science/analytics) from : Google, Lyft and a smaller startup. Both Google and Lyft are pushing me towards lower level i.e. analyst while the smaller startup will be senior manager. Currently at manager level with extensive 7+ years experience + MS from top US school and shd be senior manager by early next year. My question is : has anyone successfully negotiated level after receiving an offer at a lower level? Any tips for negotiation on leveling.

It just won't happen at Google. You have to be interviewed by n+1 level interviewers. Unlikely you were, but possible. They would then have to be asked to recalculate your scores to the higher level. If you scored high enough, hiring manager would have asked them their opinion on making you n+1 before passing you to HC anyway
You can't negotiate level at Google

Why would someone want higher level? It only makes your promotion harder. Try getting more money with lower level
