The skip manager did approve my higher proposal but the upper level didn't. The recruiter said this is the max for Tier2. Base:167k Signing bonus: 50k Stock: 200k (over 4 years, I know very low) Any idea how else to negotiate?

Go to G/FB for a couple years and try to come back to MS at L65.
How much is the compensation at L65? It doesn't look like high at all. L63 is 217 (with this offer), so really don't expect their L65 to be higher than 350k.
This is close to the top end of L63. Sadly it's the truth. 217 + 15% target cash reward + 17K target refreshers
I recently got 176/85/280 at L63 after 2 weeks of negotiation. I think, you should negotiate hard.
