290k is L4. People can make L4 3 yoe+
For what it's worth, the level Google offers candidates (and by extension the compensation package) is determined mostly by interview performance. I don't mean to imply anything about your skills by saying that, I'm just being frank and transparent. Total years of experience is used as an initial heuristic but it's not even the most important metric used by the hiring committee for calibrating offers. This is to say that a candidate with 10 YOE can very realistically be offered double what a candidate with 20 YOE is offered (or even triple). An L4 with 20 YOE is an L4. Hardware engineers do typically earn less than software engineers unfortunately. But if Google is offering you a TC of $290K that's because Google is valuing you (primarily based on interview performance) at $290K, barring competing offers. tl;dr: You should not interpret this offer as a representative statement about how Google values hardware engineers with 20 YOE, because that's not what really determines TC. You didn't tell us what your current TC looks like. If HP doesn't pay you at least what Google's offering and you don't have other offers you might want to consider "un-rejecting" the offer. If nothing else it's good to keep a Google offer in your back pocket for negotiation elsewhere.

Well, it was a mixed bag. I got interviewed by 7 persons. - I did exceptionally well with 5 senior interviewers, who had more experience then me. - I didnt do too well with two junior interviewers with <7 YOE. They seemed to interested in proving that they know more than me!
YOE doesn’t mean shit! I’ve interviewed people with 15+ YOE who failed miserably. Their knowledge was antiquated. In comparison, I have hired people with 3-5 YOE who interviewed circles around the more senior folks.
It's hardware, if you don't like it there's always software.

We can't say it's a low ball offer if we don't have any idea how the interviews went. YOE is not the primary metric used for leveling or compensation decisions at Google.
Well if they did not like him then why did google offered him? That is obviously given that he did perform well.
