For me I do my best at work and expect a team I join to appreciate this. Then I tell my manager I want a promotion and ask for requirements on how to make that happen. If the requirements are unrealistic, I leave the team. If I start working on the requirements and they keep changing such that I’m always failing, I leave the team. If I’m not getting credit for the accomplishments, I leave the team. If I don’t like the work or it’s boring, I leave the team. It is the managers job to avoid all these exit conditions. If they fail at their job, I leave the team.

Get a counter offer. If they value your work, they’ll promote you. If they’re willing to lose you, then you know they weren’t going to promote you anyway.
No one gives a crap about want you want or need. The question for your manager is this: "What do I need to do to get promoted?"
Simple fact: your manager can make recommendations, but he/she doesn’t have the authority to promote you. That’s up to your VP and HR. HR works for the company and their primary function is to save the company money, and ensure the company doesn’t get sued. The sure way to get raises and promotions is get a counter offer from a different company and use that as leverage, and make sure you’re ready to leave if they don’t give you what you want. I have 15 years of industry experience in various organizations and from my observations employees always have to fight to get what they deserve.
This isn’t the way to go about it. You need to make them want to promote you. A few ways to do this are to wow them with your accomplishments early or get an offer with another company.
Seems like by the time you get an offer, you’re more likely to leave. Just saying how comparatively difficult it is to increase TC while staying loyal
