Typical offer for APM at VISA

I have a friend that recently received an offer for an APM role at Visa in the Bay Area. I was wondering what parts of the offer are negotiable, and what is the 75-90 percentile offer for this role?

It's a salaried role (that doesnt seem right to me). <90k if they work 40hrs a week. There are no options or RSUs. The sign on is 10k. 5 percent target bonus that could be a max of 10 percent.

1yoe as an intern, but is a new grad.

Seems rather low although I don't know the ranges. Will try to find out.

depends if that 1yoe is after graduation or just 1yoe during college. my friend's offer was around the same, depends if its the foster city location or sf, and the person's background (is it technical?)

If the target bonus is 5%, then this role is one level lower on the IC rung than I would have guessed.

I wonder what the next level would be because product/program manager is two levels above the level that has a target bonus of 5%.
