Dude, is VMware your family business? Tech companies makes billions. They have open positions because they are greedy and have their eyes on more revenue. VMware will put you on the street without blinking twice if they have business reasons to do it. Loyalty doesn’t pay. Look out for yourself and play the game.
I'm at Uber because of someone on Blind who referred me. If you think someone is smart and talented I don't see why you wouldn't help them. I'm always thankful to this person, I know I'd not be at this spot in my career if it wasn't for him. If anything I've probably been one of the highest performers my team has seen. Definitely do consider helping someone if you can. It will only make you feel happier that you helped someone talented. At least that's how I look at it.

At my previous company I asked a person conducting interviewing training if it was ok to refer people I did not know. The answer was definitely yes with disclosure. So even from recruiter, hr, hc standpoint it is ok.
Also, generic referrals do not increase your chances at any stage of the interview besides visibility for recruiter. No interviewer would care if it was from a referral. So I don't see an issue.
