When companies focus on growth, they pay high TC. When the focus shifts to profitably during slowdown, the layoffs start. it is going to spread fast and furious.

Your first very assumption does not hold true.
Companies pay what they have to for the employees they are willing to tolerate. And only as many as they have a business case to keep around. Recessions can impact the supply/demand curve for salaries, and can impact the business case for how many employees to keep around.
