Refreshers are given based on the level as of Jan 1st. Refreshers and Bonus payout are announced in March.
Thus, above numbers are for people who were L3 and got promoted to L4 this march. A candidate who was promoted mid last year to L4 got $28K USD refreshers in march. For L4s with more than 1 year tenure, it should be $30K+, given that your rating is above 1

With this increase, wouldn't the internally promoted L4s have lot less equity than external hired ones?
18-23k over 4 years, let's take it 5k yearly.
So initial 10k yearly, + 5k new, would make the total at 15. .
Base + bonus + stocks, would come at around 55L, however, external hires have around 70
