I wouldn't blame Uber, or anyone who exploits such loophole. Legislators who had the power to fix this but didn't should take the blame.
Yes and no. I absolutely agree that we need to close the loopholes. But when these companies can basically buy elections, it's difficult to get enough politicians that aren't effectively in their pocket. What really grinds my gears is when companies like these spend tens or hundreds of millions on lobbying, campaign contributions, etc. And then when the rules come out heavily in their favor, they say "oh, we're just playing by the rules the government set." Like they didn't just basically write those rules...
The company overall is not profitable (or barely) right? If they didn't do this wouldn't they owe tax just by virtue of their operating expenses are centralized to US? It makes total sense to allocate those centralized opex to other countries.
