Update - Meta has now frozen hiring for all E5s and below and first level Managers (M0, M1). In the latest Quarterly results for Meta, you might have seen this line - "We expect 2022 total expenses to be in the range of $87-92 billion, lowered from our prior outlook of $90-95 billion." The plan is to slow down investment both in terms of hiring and R&D (data center/Hardware) and defer this investment to next couple of years. This is happening due to two reasons - - Economy slow down will reduce the ROI. - Severe hardware/machine shortage due to China lockdown will block many projects/feature releases this year. Overall, you will see that E5 hiring freeze will happen in next 2-3 months, and only E6+ hiring will continue to happen. If you are interested in Meta, try to schedule your interview as early as possible.

This post assumes E5 and E6 won’t quit the company. They’ll be replaced so there can’t be a hiring freeze
E6 will continue to be hired. Also, a large chunk of people get down-leveled from E6 to E5, which will continue to get enough E5 population to fill attrition.
So if they want to downlevel people from E6 who aren’t good enough to E6 but decent for E5, that would mean they are okay with interviewing E5 engineers who are good E5 engineers also? As in no hiring freeze for E5?

Its not years, the bar for E6 is insanely high. Majority of SDE 3s from Amazon or Principles from Microsoft ends up at E5.
The bar for e6 is not insanely high. At least half of linkedin staff, majority of Uber 5b ends up e6. E6/m1 or above is about 13% of eng staffing. Could be higher now. Many of them are mediocre and meta artificially bumped them to staff level.
