Forget paragraphs of text please. Experience first. Bullet points. Business impact metrics. No location details if the job is in the US. A resume is a targeted ad for a recruiter. The goal is to get them to call you back. Once a technical person sees your resume you typically have the interview already. A longer version of the tips above in the comments.

If I’m a candidate with US citizenship located outside the US, how should I approach the location details ?
If the geo where you're applying is accustomed to having location then share it e.g. Germany has some resume expectations that would concern many US citizens (photo, dob, etc.) Anything on the resume should be increasing the chances a recruiter calls you back. When in doubt, leave it out.
Why no location details?
It distracts in a major way. You have maybe 30 seconds of a recruiter's time. You don't want them daydreaming of going to Miami for their next vacation during those 30 seconds.
Agreed. I would also add be focus on your technology list. It temper the expectations better during interview.
