Views are calculated after viewer completes 80-90% of the video. Likes can be given even within 1 second of opening the video. So if the video is pretty long then most people don't complete 80% hence the number of likes can be way more than number of views in such cases.

Amazon mind sharing your explanation ? I am pretty sure this is how views work. Youtubers are paid in accordance with their views and youtube isn't paying for people browsing their video for 1 second.
