Recruiter ghosting me

About 4 weeks ago, I was verbally given an offer for RF Engineer at Jabil at their San Jose location. After some negotiation and back forth communication, I haven’t heard back from recruiter for almost 3 weeks now. I tried calling and sending emails, no response. I even sent an email to hiring manager, and he said he will check and get back to me. Any idea if this is common for this company or mine is a weird case?
