IBM Mulesoft Technical Architect

Had a conversation last week with IBM recruitment team for Mulesoft Technical Architect requirement. TC for the role is 130k for Band9 .. bonus is not guaranteed, NO RSU and No joining bonus. Is that a normal salary for Band 9 in IBM. Seems very low for a Mulesoft architect role. #IBM
