Pretty sure this is normal for ADP? Heck one of the first things happening when entering an ADP building is they joking said that the people sitting closer to this side of the wall are most likely going to get laid off. Their team previously occupied the whole room.

ADP’s growth kind of tracks with how the labor economy does. They are an hris company. Less workers, less hr needs.
They have entire departments just for implementing a product to new clients.

They were actively recruiting till end of April and then 500 furloughs and 500 layoffs happened this Monday. Even 2 weeks ago, my team has hired 3 contractors so I thought we were doing well off compared to other companies despite the pandemic
Most of the folks who have been impacted are contractors rather than FTE. It sucks for contractors but I think that's a risk they are always prepared for given their nature of work. Hopefully they'll find something !

Both, it wont make sense for contractors to get furloughed, on the other side, some FTEs may have gotten furloughed instead of being let go
