When I was interviewing with Uber, I wasn't asked to take the Hackerrank test. I was directly moved to the Phone screen. So, not really.

What do you look for when screening new grad resumes? I go to a good school with decent experience but I found myself getting screened out a lot this past year.
For new grads I personally look at the technologies you are familiar with and a well recognized school.
Do you feel that looking for a “well recognized school” might result in overlooking great candidates who didn’t attend such a school?

I got a verbal offer at L3 level for backend engineer but am having trouble finding a team match. All the hms I have spoken with have said they are only looking for l4s would you have any advice on how to proceed? I feel this is tough since I only had 1 design round and I have the requisite experience for an L4.
That is unfortunate. But you should reach out to your recruiter and little pressure them. They should be able to find something in a week or two.
