I received a offer for L5 TAM role(outside US) with more than 10 years of experiences while I was expecting L6. Should I take it? and what is the downside of accepting the downgraded level apart from the salary

You were downleveled because the interviewers didn't find evidence to support L6, but they think you are close and can grow to it quickly. It's not a big deal, take the offer.

OP be aware that they may mention a “fast follow” promotion to L6, but that is going to take at minimum one year, most likely more, and your ability to get promoted is going to be based on lots of stuff outside your control, like manager churn, team shakeups, org hiring/promotion freezes, etc.
