That’s not true, Oracle starts with IC2 while Amazon starts with L4. Those people that have -1 level is because they are getting a level bump while moving to OCI

IC 5 is a stopping point for quite a few careers at Oracle unless you shift to the management track, and you’re entitled to share an office if your site has two-person rooms. IC6 is semi mythical in some organizations and thought to be reserved for very senior technical people (eg CTOs) after an acquisition. You’re supposed to get an office and can travel business class on long haul flights. There are promotions to IC6, but they are rare. IC4 is the workhorse senior/principal developer level. This is all in development; consulting may have different rules because they want customers to think that they’re getting really experienced people.
