No, if they wanted to pip them, they'd be put on focus first. The system requires managers to put a certain number of people on focus, so they're actually happy to do that instead of proactively working to coach employees.
How are you sure that OP's partner is not in Focus?
I would hope I felt comfortable enough around my SO to talk to them about something like that.
