No it’s total. WSJ article someone linked below says “The rest of the cuts will bring the total number of layoffs to more than 18,000 and will be made over the coming weeks.”

Updated: 18,000. Total employee count is well over a million, so a drop in the bucket to Jassy. But a kick in the teeth to those who are being let go.
