Nope. Industry hires under 5 years can still be an L4. I have hired 2. My guess is this person really doesn't have enough results. It wasn't just the bar raiser who makes them an L4.

Nah don’t do that. There is a scarcity of l4 roles atm. I guess they downleveled you as you applied for a SDE role - you may have been ok as an L5 MLE. SDEs need broader knowledge.
