Wondering if there's any good opportunities in the LA area for HW (electrical engineer) that is non military/gov and not SpaceX. Basically anything that does not involve a security clearance (currently on H1B) YOE: >10 Circuit board designs, uC, FPGAs etc...

Medical devices can be pretty rewarding, knowing that you’re saving lives. Lots in OC and SFV and SD. I worked at Medtronic for >5 years as an EE. Didn’t pay great but I was an awful negotiator and mediocre employee back then. They look for all the EE buzzwords you mentioned.
JPL is technically private (non-gov, owned by Caltech), though we do contract a lot of gov work. Pay is alright, much better for senior engineers than entry/mid levels
I think there are few HW startups in Pasadena. Check those out.
