The best play is to pay medical expenses out of pocket and hold on to the receipts. The allow the money to grow (tax free). Years later, withdraw the money and deduct it from your taxes (keep the receipts in case of audit).
Also the older you get the more likely you'll have much higher medical bills... I'm wondering when they will catch on to the loophole you've pointed out.
It's not a loophole, it's intended. That's why the contribution limit is so low. It's intended as a savings account, after all.
