Easy if the hiring manager already knows you and your work. Otherwise you need to go through a full round of interviews. Current manager has to be informed before scheduling interviews.
Why would anyone inform the current manager BEFORE interviewing? That’s too much risk and no one do that, let alone follow it as a rule. So I’m thinking it might be inaccurate
It’s the official HR policy. Yes, some bypass the policy but that entirely depends on the new HM. Generally, they are willing to have a “coffee chat” without looping in your current manager but no guarantees of offer until you interview but not until you first inform your current manager.

It’s not easy but do-able. Just treat it like an external interview and go completely prepared and always do it right after annual review so you don’t get screwed
Why right after annual review? How does it prevent one from getting screwed?
Annual reviews are going on right now, for the period ending last May. You get the raise and bonus in October. Leave in that window and your manager gets to solve the hard problem of allocating their bonus and raise pool by giving you zeroes
