I had interviewed at Amazon in Oct (before the hiring freeze and layoffs) and recruiter told my cool-off period was 12 months. There are some new openings at Amazon. Is it worth the time to apply for those positions or recruiter will automatically reject my application given the cool-off? TC: 0 (layoff) #amazon #layoff

Usually, the cool off is 6 months unless you really did bad. It doesn't hurt to just try to apply, though. But they will be able to see your past application status so it may depend on the notes left on your old application. I'd still apply. the worst thing they will do is just ignore your application
I got an offer from them before the layoffs and I didnt join then, and 6 months just expired. Do I have to re interview or will it be a soft interview?
I'm not too sure, but I think you have to go through the full interview process again
