Asking back a declined offer

Hi I regret my decision of staying at Google after declining an offer 1 month ago (My manager convinced me promotion within the next two cycles, which turns out to be BS). Is it too late to ask the offer back again? What kinds of things should I say?

People know what's happening...no need to hide...you can say why u chose not to join that time and why you have changed your mind now. If they have the position open - I don't think they would want to invest time and money in finding someone other than you.

No it doesn't hurt. again , you are just a liability for the other company too. If the hiring manager is in senses, they will grab you.
