Curious what companies have strong non PhD ML roles. Including engineers owning the whole ML effort from modeling to production.
We have lots of ML engineers with MS/BS degree and working with some simple modeling and production code
Well it's not required, there are a few ML tech leads (even senior staff) with MS degree. It's just that there are more MS/BS than PhD which makes it look like most of MS/BS are doing simple modeling/infra, but MS can definitely get a very senior position with more design and modeling in their day to day life
I have a BS and I work on fairly nontrivial modeling stuff. Visual search team has a bunch of people with MS, only a couple PhD and they work on the most cutting edge ML. For the most part, people are responsible for productuonizing their own work, even if they have a PhD
Facebook is good as well. Unless you want to do FAIR. I’m not even an ML Eng but I do ML infra and training.
Opendoor has a great ML team that is pretty balanced between PhDs and B.S. The non PhDs do read papers and many of them have more knowledge than PhDs from top schools just from industry experience at this point though so it might just be the type of person we hire as MLEs

Google, tons of applied ML teams, PhD definitely not needed.
