How beginner do you want to get? I made small mini games on Alice to learn about programming in high school. Scratch too. Then there's RPG Maker, CryEngine, Unity and Unreal.

Fwiw, you mentioned Godot and I've been using it lately. I love it, the initial layout takes some getting used to with inheritance, tree structure, etc. but it's much more intuitive than other engines once you have the hang of it. Also all data is stored in text files so github works seamlessly with it. Otherwise, I think there's no harm in starting with a well known engine like Unity or Unreal. They both only charge you if you want enterprise editions or actually make a market profit. Unity if you are okay with C# scripting and want to either have a huge knowledge base/forums for beginners or have specific interest in 2D development. Unreal if you are okay with C++ (although blueprints is helping mitigate this dependency) and want to do something with 3D graphics. Its not quite as beginner friendly as Unity but it's you're best bet for ease of use in the long run if you want to do 3D games. And if this is your case, don't forget to look into things like Blender if you want to make your own models. EDIT: Reread your post and saw you're looking for minimal coding. Godot meets that criteria, I think. Unreal's blueprints scripting language makes the coding/scripting visual so it has less coding emphasis. I don't really know how well Unity can be done w/o scripting. Game maker isn't scripting dependent as far as I know, but it's gonna be more limited than the 3 above.
