Im almost at my second anniversary as SDE2 in Vanvouver, 99% will get promoted to SDE3 in the next year. My ultimate goal is to work for Google in USA. Already had a Google insite for their office in Europe, didn't pass unfortunately, and then moved to Van to work for Amazon. The choices I have: 1. Wait until I get to SDE3 and then try joining google at higher level. 2. Move to Amazon in Seattle and wait for my Green Card. But that's 3 years of waiting. 3. Try joining Google in Canada and get a L1 transfer later on. 4. Apply to Google US directly and hope for H1B. Which of these would be best?

Apply now to the US positions, if you nail the interviews, you’ll know if you won the H1 lottery in April. If not, ask to switch to Canadian office.
No worry about visa, just solve as much Leetcode problems as you can, like me.

Cmon you shouldn’t take that as a ultimate goal. Google is just a company, so are other ones. There are plenty good companies here. Other than that, I recommend get promo first

Apply for a Canada position. At right level, you might qualify for a L1A visa and green card is current for L1A visa holders. You should've worked outside US with the same company for atleast 1 year before applying for a L1A visa.
I can’t comment on visa issues, but even if you get to a higher level at Amazon, it won’t make much difference to Google. You’ll still almost surely come in as L4 unless you destroy the interview and already have a lot of experience.
